Jon P. Kindice headed the police department during a time of escalating crime in Durham. He instituted Durham’s first SWAT Team to respond more efficiently to emergency situations. Also during his tenure E. A. Allen became the first African-American promoted to the rank of captain, and Glenda Beard, also African-American, became the first female investigator. In 1976, Jinx Pulley became the first woman in the department to graduate from the Public Safety Academy.
